You knit from top to bottom; you start with the back part to the bottom of the armhole, then you pick up stitches for the front part and knit to the bottom of the armhole, then you pick up stitches for the other front part to the bottom of the armhole. The cardigan is now worked in stockinette stitch back and forth and finished with a band in 1x1 ribbing. For the sleeves you pick up stitches and knit in the round.
